These plants have a disease called bacterial leaf blight, Pseudomonas cannabina (pv.) alisalensis. This is a relatively new disease that has cause millions of dollars in damage since it was first discovered. This particular field was a total loss. Not much is known yet for control options though Clemson and USDA plant pathologists are researching options now. Check out this slide show for more info.
